Welsh in Education Strategic Plan 2022-2031

Why are we doing this?: 

The Welsh Government’s national Welsh language strategy Cymraeg 2050: A million Welsh speakers was published in August 2017 with the ambition for reaching a million Welsh speakers by 2050 and to continue to encourage more people to use and speak Welsh in their everyday lives. The statutory education system has a vital role to play in increasing the number of Welsh speakers. There must be a significant increase in the number of school learners who have the opportunity to develop Welsh-language skills in school and the opportunity to use it in their everyday lives in order to achieve this goal.

Every local authority has the statutory obligation to develop and publish a Welsh in Education Strategic Plan (WESP) which responds to seven Ministerial Priorities (Outcomes) and explains how they will develop and increase the number of Welsh speakers across the whole education sector.

Wrexham County Borough Council is committed to supporting, expanding and promoting Welsh-medium education within the whole community, increasing the number and percentage of pupils receiving Welsh-medium education in compliance with the Welsh Government’s Welsh-Medium Education Strategy of developing learners who are fully bilingual. The WESP also fully supports the aims and objectives within Wrexham Council’s Welsh Language Strategy (2016).

We have a challenging overarching target to increase the number of pupils being taught through the medium of Welsh.  We are proposing a number of actions in order to achieve this target.

The Welsh in Education Forum and its sub-groups, which consists of relevant stakeholders has met during the summer term to discuss, consult and invite comments towards the development of the new cycle draft. 

Regulations state that a consultation of no less than 8 weeks is required before the plan is submitted to the Welsh Ministers for approval no later than 31 January 2022.

There was no consensus from the responses received. Main learning points were that there needs to be easier access for parents to information about choosing Welsh Medium education and more ongoing support for the parents that make that choice.There was no consensus from the responses received.
